The deadline for the submission of bids for the construction of the Outer Port in the Port of Gdynia is extended to 30 September 2024 at 12.00 p.m. and the opening of the bids will take place at 2.00 p.m. The reason for the extension of the deadline is the need for the entities invited to the proceedings to devote the following weeks to the consultations necessary for the proper preparation of the bids.
As a reminder: the subject of the contract is the design, construction, financing, equipping and then maintenance and operation during the contract period of the Outer Port jetty, on which the universal container terminal will be located (although other, secondary functions of the created infrastructure are also allowed). According to the approved plan, the first ships should dock at the new quays in 2029. This is one of Poland’s largest maritime investments. Its essential component is the construction of new breakwaters (a contractor for this investment has recently been selected). The success of the project and the whole of the Port of Gdynia will also be served by complementary investments, i.e. the construction of the Red Road and railway line No. 201, ensuring improved road and rail access to the Port of Gdynia. Design documentation is also being prepared for the flyover road to the Outer Port, for which a building permit is expected to be obtained at the beginning of 2026. Meanwhile, work on the construction of the central car park in the Logistic Valley, which is the port’s hinterland, is at the conceptual stage.
Dynamic changes in the economic situation cause objective difficulties in finalising the preparation of bids by participants in the proceedings. Among the most significant factors disrupting the stability of logistics chains are the geopolitical situation, including the crisis in the Red Sea, as well as the continuing consequences of the pandemic.
The extension of the procedure will allow it to continue in its current format, which has been given a positive assessment by the European Investment Bank. The current extension does not in any way jeopardise the implementation of the investment in accordance with the Programme for the Development of Polish Sea Ports until 2030.
