Project description

 

The Project entitled “Preparatory works for the Investment Task called Development of the access infrastructure in the Port of Gdynia” involves the implementation of preparatory works leading to the commencement of civil works on the Development of the access infrastructure for ships in Basins IV and V in the Port of Gdynia and the reconstruction of the “last mile” landside access.

The objectives of the Global Project are in line with the EU’s long-term CEF objectives, which for the transport sector include: completion of the TEN-T core network by 2030 and transition towards clean, competitive and integrated mobility, as well as progress towards completion of the comprehensive TEN-T network by 2050.

The development of the documentation for the Global Project is crucial in terms of the use of EU funds and will contribute indirectly to reducing the environmental impact of port business by such effects as improving road and rail access, ensuring intermodality and providing high-quality transshipment infrastructure. The planned Project is fully consistent with the objectives of the Global Project.

In the scope of the Project “Preparatory works for the Investment Task called Development of access infrastructure in the Port of Gdynia“, the following phases will be carried out:

  • “Preparatory works for the Investment Task: Development of the ship access infrastructure in Basin IV – Phase 1”;
  • “Preparatory works for the Investment Task: Reconstruction of the ship access infrastructure in Basin V – Phase 2”;
  • “Preparatory works for the Investment Task: Road and rail access to Basins IV and V – Phase 3”.

As a result of the project implementation in Phase 1, a conceptual design, a feasibility study, technical documentation related to the Development of the access infrastructure and the documentation necessary for a full environmental assessment, analysis and expert’s opinion will be carried out. Furthermore, administrative decisions will be issued.

Within Phase 2, a feasibility study and project documentation will be developed together with administrative decisions.

Whereas, as part of Phase 3, technical documentation will be drafted related to the reconstruction of the necessary railway systems in order to improve the road transport system, the so-called “last mile”. It will improve road system bounded with intensive city traffic as well as develop intermodal rail transshipments. This phase will include necessary technical documentation, based on variant solutions developed and agreed with the Gdynia Municipality. The final documentation shall be a construction project with a functional-utility programme that will allow for construction works.

Project implementation period: 22nd of March 2021 – 31st of December 2024.

Project objective

 

The specific objective of the Project “Preparatory works for the Investment Task called Development of the access infrastructure in the Port of Gdynia” is to provide documentation for the implementation of the investment project.

The aim of the Investment project, to be pursued under documentation drafted under this Project, is to develop the ship access infrastructure in Basins IV and V, for efficient handling of cargo and passengers and rendering the port more accessible for transport – providing more routes, increasing transshipment capacity, ensuring efficient transport. The result of the project is the development of handling of roll-on/roll-off ships over 180 m in length and the improvement of safety of their manoeuvring in the port.

The reconstruction of the road will offer independent access for freight transport to the planned main arterial road connecting the Port of Gdynia with the basic TEN-T road network in the North-South direction (National Road S6, A1 Motorway, National Road S7) – i.e. into the Kwiatkowski Road and so-called Red Route

EU funding

 

EU funding for the project required to achieve a high position in the competition procedure of the EU-wide call for projects of the Connecting Europe Facility (CEF) – 2020 CEF Transport MAP call. The Port of Gdynia project was successfully prepared and was among 4 Polish projects selected for co-financing. A total of 100 applications for funding were submitted to the competition.

Then, in order to approve the co-financing and agree on the procedures for its implementation, it was necessary to conclude appropriate agreements with The European Climate, Infrastructure and Environment Executive Agency – CINEA and Polish institutions supervising the process – The Ministry of Development Funds and Regional Policy and The Centre for EU Transport Projects.

A Grant Agreement under the Connecting Europe Facility (CEF) – Transport Sector No. INEA/CEF/TRAN/M2020/2408415 was signed on 1st of October 2021 and was concluded with CINEA.

A tripartite Cooperation Agreement No. CEF/074/2020 was concluded with The Ministry of Development Funds and Regional Policy and The Centre for EU Transport Projects for the implementation of the project financed from the funds of the Connecting Europe Facility and was signed on 1st of December 2021.

Thanks to the CEF 1 Fund of 2014-2020 perspective, the Port of Gdynia Authority S.A. received a grant in the amount of EUR 839.274, which is 50% of eligible costs of the action estimated at EUR 1.678.548.

Project implementation

 

As part of the Project “Preparatory works for the Investment Task called Development of the access infrastructure in the Port of Gdynia“, documentation is being carried out, which will be used to obtain the necessary administrative decisions and start construction works on the development of access infrastructure for ships in basins IV and V of the Port of Gdynia and the reconstruction of land access of the “last mile”.

The following activities are planned as part of the project:

 

Activity 1: Conceptual and analytical studies, feasibility study (Phase 1)

The activity include the preparation of a conceptual and analytical study, including a conceptual design of the infrastructure development at the Polskie Quay in the Port of Gdynia as well as a feasibility study elaboration which assesses the effectiveness and precedes the development of technical documentation and the issue of a construction permit.

Activity 2: Documentation necessary for a full environmental assessment, analysis and expert opinions (Phase 1)

The activity includes the elaboration of documentation necessary for a full environmental assessment against a previously developed concept, for the implementation of future construction works in Basin IV.

The activity includes the elaboration of analyses and expert opinions concerning the development of access infrastructure to the public ferry terminal at the Polskie Quay.

Activity 3: Construction and detailed documentation within the scope of development of the access infrastructure (Phase 1)

The activity includes the compilation of technical documentation, which is necessary for a building permit to be issued (land development project, construction design and detailed design of access infrastructure, issuing of all administrative decisions, arrangements and approvals).

Activity 4: Elaboration of design documentation and a feasibility study (Phase 2)

The activity includes the development of design documentation for the investment task called “Reconstruction of ship access infrastructure in Basin V – Phase 2”. The construction documentation includes construction design, detailed design, bills of quantities, investment cost estimate, technical specification. They are necessary to issue a building permit. In addition, the action includes the development of a feasibility study necessary to assess reality and the effectiveness of the investment task.

Activity 5: Climate analysis (Phase 2)

The activity includes the development of climate analyses necessary for the implementation of the project “Reconstruction of the ship access infrastructure in Basin V – Phase 2”. Climate analysis will be based on environmental impact assessments and used to complete them. The activity may covers the preparation of bottom sediment analysis or other geological surveys that will be necessary for the construction works.

Activity 6: Construction and detailed documentation for the reconstruction of the “last mile” transport system (Phase 3)

The activity includes the compilation of technical documentation of the “last mile” transport system (i.e. Przelotowa Street) into Basin IV and Basin V. The street will connect the basin area with the external main road system leading to the Port of Gdynia. Complex design documentation will be used to issue a building permit.

Activity 7: Project management, information and promotion activities  (for Phase 1, 2 and 3)

The activity covers information and promotion activities necessary to inform the public about the purpose of the project like press article, project website, leaflets (for Phase 1, 2 and 3). The activity also covers project management.
