The geographical scope of the project

The project is located at the Port of Gdynia, which situated at the southern coast of the Baltic Sea. The Port of Gdynia is located in the northern part of Pomeranian province, at the Gdańsk Bay, within the municipality of Gdynia. Geographic location - coordinates: 54°32'N, 18°34'E.
The investment that is the object of the project will be located in the eastern part of the Port of Gdynia in the area provided for the development of transhipment functions of the Ro-Ro system.

The objective scope of the project

The aim of the project consisting in development of the existing infrastructure of the Ro-Ro Terminal, which is a continuation of the investment activities started in the 90's, is to increase the handling capacity of the existing terminal, thus maintaining the competitive position of the Port of Gdynia within the Baltic Sea Region. The project is to include more effective utilization of existing space at the quays that is used by the existing Terminal and to provide more efficient handling of goods transported by sea. This requires reconstruction of the road and rail networks within the area of the Terminal and demolition of some buildings located therein.

The detailed objective scope of the project includes:

  1. Reconstruction of the existing road section (900 rm) and the construction of the essential technological connections (800 rm) with two squares that will be used to fulfil the needs of the terminal. The reconstruction is to widen the existing damaged ul. Rumuńska, together with the underground networks. After the reconstruction it shall be 7 m wide with the carrying load of traffic assignment KR 5. The construction of a new road that will connect the squares at ul. Polska and ul. Jana Wiśniewskiego directly with the Ro-Ro Terminal. The total length of the constructed / reconstructed main roads will be 1.7 km (the difference between the currently existing roads and the ones constructed within the framework of the investment will amount to 0.8 km).
  2. Reconstruction of the section of approximately 800 rm of the existing main railway tracks and the construction of approximately 500 m of new tracks. The technical condition of the existing railway line is not adequate. As a result of the implementation of the investment the tracks will be reconstructed to have the traffic assignment of KR 5 and the road vehicles will be able to cross them. The total length of the constructed / reconstructed main railway tracks will be 1.3 km (the difference between the currently existing tracks and the ones constructed within the framework of the investment will amount to 0.5 km).
  3. Construction of new (60 thousand m2) and reconstruction of old (43 thousand m2) manoeuvring and parking squares. The completely new areas will be available after the demolition of the old depreciated port facilities, including – among other thongs - the warehouses No. 20, R and the bunker, as well as a as result of better utilization of the area currently occupied by those facilities and in around them (acquiring of 29.5 thousand m2). The project also includes rebuilding of smaller manoeuvring sites that have been untapped in the ro-ro technology until now and which are indispensible for providing comprehensive handling of cargo at the terminal, and which will amount to 60 thousand m2 of new surface area together with the area gained after the execution of demolition work. The total area of the constructed / reconstructed main manoeuvring and parking sites will amount to 103 thousand m2 (the difference between the existing and the newly acquired area at the ro-ro terminal amounts to 60 thousand m2).
  4. Reconstruction of the ro-ro platform at the Romanian Quay, which involves the construction of the upper platform and reconstruction of the lower platform and mooring devices, as well as preservation of structures of  the Romanian and Czech Quays by reinforcing the adjacent sections of the sea bed in the port water areas (the difference between the existing and newly established platforms is 1 piece)

II Project Objective

The overriding objective of the proposed project is to improve the attractiveness of Poland and its regions in terms of investments activities through the development of transportation infrastructure and simultaneous protection and improvement of the condition of the environment.
Its main objective is to increase the contribution of alternative modes of transport (in relation to road transport) through an increase in transportation of cargo by sea and rail. This aim will be achieved by the implementation of intermediate targets, which - in the case of the proposed project – are as follows:

  1. Increase in the competitiveness of the Port of Gdynia within the Baltic Sea Region through actions that are meant to improve cargo handling in the Ro-Ro technology at the terminal that is currently used for this purpose.
  2. Increasing the share of intermodal transport in general freight traffic thanks to better adaptation of the Ro-Ro terminal to the rail transport.

The importance of ro-ro cargo transport within the overall balance of cargo handling at the port is in increase in spite of the economic crisis that occurred in recent years. Implementation of the investment will enable restoring the pre-crisis level of cargo handling and will contribute to the further development of the port of Gdynia as far as the offer regarding this technology is concerned.
One of the main objectives of the project is to increase the capacity of manoeuvring and parking sites, to improve the standard of internal roads and railway tracks and the improvement of the conditions of cargo handling at the Port of Gdynia. It will also be of considerable importance in increasing the share of environmentally friendly modes of transport in cargo transportation.

The project is consistent with the objectives of the priority axis and it relates to the reconstruction and construction of the inner port infrastructure and infrastructure related to access to the port from the land and sea.

 

Bottlenecks and problems within the project of port infrastructure development to handle the ro-ro ships
The fundamental problem of development of the region is low quality of transportation system. The availability and quality of transport connections of the western and eastern areas of the province with the economic centres of the region need to be improved; it mainly concerns the Tri-City agglomeration. The technical condition of roads and engineering structures on the provincial, district and local roads is bad, and it is difficult to accept the level of their safety. Railway lines have been under-invested for years, which results in their significant exploitation. Longer and longer travelling time reduces the competitiveness of rail transport against road transport even more. Therefore, the investment at the Ro-Ro Terminal includes the spot preparation the rail transport system in its scope - to provide the intermodal handling of goods and high-quality network of internal roads.
The reason for the comprehensive implementation of the entire project is an urgent need to implement the following tasks:
• reconstruction of ul. Rumuńska, rail track system and manoeuvring sites;
• construction of service road linking the XXVI site and the sites within the Poland 28 and 30 estates (parking at the entrance to the port) with ul. Rotterdamska and ul. Janka Wiśniewskiego (the streets connecting the Terminal with the national roads);
• construction of the square (former area of the warehouse No. 20) and the gate to the warehouse No. 21
Another important argument for the implementation of construction works is the introduction of a new ship-owner and the change in the structure of transhipment (sudden increase in transportation of semi-trailers), which causes changes in the priorities reported by the Terminal and the ship-owners (including the types and characteristic parameters of the vessels). Therefore, inter alia, there is a need to increase the size of the manoeuvring and parking sites for trailers (site XXVI).
Apart from the above mentioned tasks - the following elements constitute a part of the EU project: reconstruction of sites (XIX, XXV), demolition of warehouses (20, R, bunker) and construction of the new sites in their place, the construction of the upper ro-ro platform at the Romanian Quay along with modernization of the mooring line, reconstruction of railway tracks in the second (II) zone of the United States Quay.

Products of the project (the Project monitoring indicators):
1. Roads constructed within the seaport transportation systems: 0.8 km.
2. Roads reconstructed within the seaport transportation systems: 0.9 km.
3. Railway tracks constructed within the seaport transportation systems: 0.5 km.
4. Railway tracks reconstructed within the seaport transportation systems: 0.8 km.

III EU Funding

The investment will be financed from own resources of the Port of Gdynia Authority SA and by the European Union funds - the approximate total cost of the project is gross PLN 127 million, and the estimated amount of subsidy is about PLN 60 million.
The project number POliŚ 7.2-10 "Development of port infrastructure to handle ro-ro vessels with roadway and railway access at the port of Gdynia" is on the list of individual projects under Measures 7.2. "Development of Maritime Transport,"  Priority VII of "Environmentally Friendly Transportation", Operational Program Infrastructure and Environment 2007 – 2013.

Date of the submission of the application to the Mediating Body: 08-03-2011.
The term of the investment implementation within the years of 2009-2013.
Commencement of the construction works: 18 December 2009.
Completion of the construction works: 31 December 2013.
Project Accomplishment: 31 March 2014.
Settlement of investment accounts will be completed in 2014.

IV Technical specifications

The investment includes the following elements:

FAZA I - PHASE I - II ROMANIAN QUAY ZONE

Key elements of this phase:

  • Reconstruction of Road Infrastructure

ul. Rumuńska – reconstruction of the road, it is planned to widen ul. Rumuńska from 6.00 m to 7.00 m at the sections from the beginning of the warehouse No. 18 up to the Slovak Quay.
Site XX - redevelopment of the site, the surface of the site was designed to carry the load of 10 T/m2.
Site XXII - redevelopment of the site, the surface of the site was designed to carry the load of 10 T/m2.
Site XXIII - redevelopment of the site, the surface of the site was designed to carry the load of 5T/m2.
Demolition of warehouse No. 20 and construction of the manoeuvring site. The site, according to the design, shall have the dimensions of 126.25 meters in length and 58.65 m in width. The surface of the site  was designed to carry the load of 10 T/m2.

• Reconstruction of Railway Infrastructure
It is planned to dismantle the existing tracks and construction of new ones that will run in the direction of the Slovak Quay.
The lengths of the tracks after reconstruction  will be as follows:
o             track No. 411: 655.70 m (654.66 m - before the reconstruction).
o             track No. 412: 651.85 m (550.10 m - before the reconstruction).

• Reconstruction of Rainwater Drainage Network

PHASE II – SERVICE ROAD

The investment provides for the construction of a service road within the section leading to ul. Celna, under the Al. Solidarności overpass, to the access to the Site XXVII B and Pol-Supply up to the existing connection with ul. Janka Wiśniewskiego. In addition, the sites XXVI as well as A and B (possessions at ul. Polska 28 and 30) will be reconstructed and a road crossing the tracks and connecting the sites and the service road with ul. Rotterdamska will be built at their boundary lines.


• Reconstruction of the rainwater drainage system
• Reconstruction of water supply and sewerage systems

PHASE III

Key elements of this phase:

  • • Communication Service and manoeuvring and parking sites
    The construction of new and reconstruction of existing rail track and road systems, as well as the construction of the storage sites was planned within the project of the expansion of port infrastructure to handle ro-ro vessels along with roadway and railway access at the Port of Gdynia in the area of:
    - ul. Indyjska
    - II zone of ​​the United States Quay

    • Reconstruction of the surface of the site No. XIX
    • Reconstruction of the surface of the site No. XXV
    • Reconstruction of the social and office building

    PHASE IV - reconstruction of the ro-ro platform
    Key elements of this phase:

    • Reconstruction of existing platform
    • The construction of abutment and retaining walls of the service road
    • Reconstruction of the mooring line at the Romanian Quay
    • Strengthening of the sea bed along the Romanian Quay


    Activities within the investment implementation

    Implementation of this project was preceded with tender procedures for the selection of the contractor for the implementation of the Phase I and II of the investment. The agreement with the contractor was concluded on the 5 January 2011. Putting of the entire investment into use is planned for the first quarter of 2014.

    In the fourth quarter of 2011, the Phase III of the investment relating to the expansion of Ro-Ro Terminal will be the next subject of the tender procedures (see the table below).
