Collection procedure regulations / rules
Port of Gdynia Authority S.A. inform that since 1st January 2009 - until further notice, does not provide collection of ship-generated waste from ships accomodated at Crude Oil Berth.
General rules
1. The scheme of ship-generated waste handling operations in Port of Gdynia is described in "Port plan on ship-generated waste and cargo residues management system for Port of Gdynia", signed by Pomeranian Authorities, decision no. śR/ś.III.EŻ/6621-6/07 and annex no.śR.II.KG/6621-12/08.
2. Port of Gdynia Authority S.A., due to technical reasons, does NOT provide collection of ship-generated waste from ships accommodated at LPG Petrol Invest Terminal. Waste collection, in connection with tonnage fee, is carried out after towing to other quay. Cost of towing is covered by the ship.
Procedure of ordering collection
1. The operator, agent or captain of the ship shall prior notify entering of the ship to the Port of Gdynia as well as provide information concerning type and amount of the waste to be delivered in the Port of Gdynia, according to the rules set in Regulation of Minister of Infrastructure dated 12 May 2003 on "transmission of information about waste on board of the ship", to Chief Dispatcher and the Captain of the Port:
Note! All forwarded information is constantly monitored by maritime administration.
2. According to "Port plan on ship-generated waste and cargo residues management system for Port of Gdynia" ordering collection in Port of Gdynia by the ship means automatically an order for collecting companies.
3. In case the captain refuses discharging the ship generated waste to port reception facilities after delivering declaration about necessity to discharging those waste to port and also after confirmation by the agent, the ship will have to pay additional fee no. IV.1 according to the table.
4. The ship leaving Port of Gdynia (or Agent of the ship) is obliged to deliver information on the type and amount of waste delivered in Port of Gdynia as well as retained on board to the Environmental Protection Department:

Ship-generated wastes collection rules for calling ships
1. Liquid ship-generated waste receipt is carried out by marked road tankers placed at a prior agreed location.
2. Liquid ship-generated waste receipt to a retention tank may be carried out on the Captain's order but the ship shall pay additional fees according to the table.
3. Solid ship-generated waste receipt is carried out by marked skips placed at a prior agreed location.
4. Receipt, transport and the way of utilisation of food waste is agreed with Veterinary Inspectorate, appropriate to the location of the Port.
5. Receipt and utilisation of waste delivered from ships under sanitary quarantine is carried out accordingly with Port Veterinary Inspectorate.
6. The ship (or Agent of the ship) is given a confirmation note by a reception company stating the type and amount of delivered ship-generated waste in Port of Gdynia as well as an exact date and time of waste delivery.
7. Information on the quantity and type of ship-generated waste and cargo residues delivered in Port of Gdynia is recorded to maintain statistics for Polish maritime administration which may be used for administrative purpose.
8. Port of Gdynia Authority S.A. shall hold the right to raise claims to any company that does not abide Polish law.
9. Port of Gdynia Authority S.A. shall hold the right to implement changes to recipient scheme for ship-generated waste operating.
Requirements of any reception/ collection company services ships within the area Port Gdynia
1. Any reception company that collects cargo residues and other ship-generated waste within the area managed by Port of Gdynia Authority S.A. is obliged to obey the environmental protection regulations and to have all, mentioned below, certificates that are required by Polish law and while copies of these documents shall be forwarded to Port of Gdynia Authority S.A.
Dangerous waste
1. License for receipt, transport and utilisation of hazardous waste;
2. Valid vehicle certificate for transport of dangerous goods;
3. Valid drivers' license for transport of dangerous goods;
4. Scheme of waste receipt agreed and signed by Maritime Office in Gdynia and Port of Gdynia Authority S.A.;
5. Documents stating further hazardous waste handling, including utilisation.

Non-hazardous waste
1. License for receipt, transport and utilisation of non-hazardous waste;
2. Documents stating further non-hazardous waste handling, including utilisation.

1. License for receipt, transport and utilisation of non-hazardous waste;
2. Documents stating further non-hazardous waste handling, including utilisation.

2. Any reception company that collects cargo residues and other ship-generated waste within the area managed by Port of Gdynia Authority S.A. (including any company collecting ship-generated waste from ships having documents exempting from the obligation of delivering waste before leaving the port, issued by Maritime Office in Gdynia) is obliged to deliver information on the ship, its name, IMO number, date and time of delivery, the type and amount of received ship-generated waste or cargo residues, as well as information on the way of waste utilisation, to:

There is a blank copy of "Confirmation form of waste delivery" (Karta przekazania odpadów) available on the Port of Gdynia website.
3. In case any reception company that collects waste from a ship having documents exempting from the obligation of delivering waste before leaving the port, issued by Maritime Office in Gdynia, is not able to collect ship-generated waste to its reception facilities it is required to inform Port of Gdynia Authority S.A., Chief Dispatcher Department at least 3 hours before entering a ship to Port of Gdynia.
Terms on ship-generated waste delivery

Oily waste as described in 73/78 MARPOL Convention Annex I
|
1. oily sludge maximum temperature is 60° C; the ship is responsible for oily sludge temperature and accuracy of information on oily sludge temperature notified to Port of Gdynia Authority S.A.
2. oily waters discharge capacity shall be not less than 7,5 m3 per hour
3. the ship shall be equipped with standard dimensions for flanges for the connection point between recipient scheme's pipes and the ship's discharge pipes according to MARPOL 73/78 Annex I, Guideline 194. maximum waiting time for a ship to start pumping is 30 minutes

3. garbage delivered in Port of Gdynia shall be put directly to marked skips, accordingly with labelling

Ships that either do not fulfil the above stated terms of waste delivery in Port of Gdynia shall pay additional fees according to the table.
