Development of Port Infrastructure for Servicing Ro-Ro Vessels, with Road and Railway Access in the Port of Gdynia

I Project Description


In the document "Strategy for the Port of Gdynia Development until 2015" endorsed by the General Assembly of the Port of Gdynia Authority S.A. in 2003, development of ro-ro handling operation is one of the three priorities, besides container and ferry handling. The Development Strategy tells about carrying works on further elements of infrastructure auxiliary in ro-ro handling technology. It enumerates all expected elements of such development within 2003 - 2015 in order to lead to a complete reclamation of the Basin V area which is dedicated for handling of ro-ro cargo, when the new Ro-Ro Terminal was built in 1999-2001. It should be also stressed that the ro-ro technology in the Port of Gdynia got a green light for a dynamic development in 2001, what is visible in the increase of turnover in this group. In 1998, the Baltic container terminal handled ca. 600 000 tonnes of ro-ro cargo, when by the end of 2006 their volume exceeded 1 300 000 tones. Moreover, dynamics of turnover of some cargo groups in ro-ro (trailers over 50%, paper ca. 25%) points out a rapidly growing market of Baltic transport, in this technology. In 2010, estimated handling volume shall be ca. 2 000 000 tonnes. That is why the development of the handling potential is necessary. This investment will consist in the construction of a new ramp for ro-ro handling, construction of the road-railway system and of manoeuvre yards.


II Project Objectives

Ro-Ro Terminal is a part of the net TEN-T Corridor VI whose development is one of the priorities, both in Poland's strategies and in European Union ones. This investment is directly related to the programme of sea motorways, as well as short sea shipping.


III European Union Subsidies


In 2006, the Port of Gdynia Authority S.A. submitted the cost estimates to the Maritime Economy Ministry of Poland and by this virtue, the project was placed in the Indicative Specification of Individual Projects for the Infrastructure and Environment Operation Project, Priority Axis VII - " Environmentally Friendly Transport", Activity 7.2 Development of Maritime Transportation, Basic Projects: No. 82, page 24: Development of the Ro-Ro Terminal.


IV Basic Technical Data

  • new manoeuvre yards: 22.500 m2,
  • modernised manoeuvre yards: 20.000 m2.

Construction of the ramp for handling ro-ro cargoes and modernisation of the manoeuvre yards, construction and modernisation of the road-railway system.


V Activities for realisation of the Investment


Taking the above into consideration, when preparing the set of projects which could be financed from the EU aid resources, the Port of Gdynia Authority S.A. decided to draw up a single complete project for the development of the ro-ro technology. The project provides carrying out of the construction works in 2009 - 2011.

The reason of accelerating the realisation of the whole project is the urgent need of performance of the tasks which are to be realised from the resources possessed in 2009 - 2010. These are the following tasks:

- "modernisation of Rumuńska Street, the railway track system and manoeuvre yards" (all of them inside the terminal - along the Rumuńskie Quay) which already has a complete documentation and was granted the construction permit;
- "construction of a technological road joining yard No. XXVI (parking place outside the port) with Rotterdamska and Wiśniewskiego Streets (roads joining the terminal with national roads)", for which concept projects have been made and in October the order for construction projects and for obtaining the construction permit were placed (projects and decision are expected by the end of July 2007);

A second important argument for accelerating the designing works is appearance just in 2006 of a new shipowner and changes of the reloading structure (a rapid growth of trailer traffic) what causes the changes of priorities, announced by the terminal and by the shipowners (including vessels' types and parameters). That is why, among others, there is a need of extending the parking-manoeuvre yards for trailers (yard No. XXVI).

The Union project encompasses also, besides the two tasks mentioned above, the following elements: yards' modernisation (XIX, XXV), demolition of warehouses (20, R, bunker) and construction of new yards in their place, reconstruction and modernisation of existing warehouses, construction of a new ro-ro ramp at Rumuńskie Quay together with modernisation of the mooring line, reconstruction of the railway tracks in the Zone II of the United States Quay together with the roofed station for wagons handling.

The enumerated elements and the particularly important road joining the terminal with the back yards (yard No. XXVI, XXVIIb, buildings at 30 and 32 Polska Street) are presented on the map. The road connection will serve the handling of technological traffic of the Ro-Ro Terminal, directed from Basin V to the manoeuvring and parking places. The main delivery yard for trailers will be the yard No. XXVI. Yard No. XXVIIb is the "0" parking for vehicles heading for the Ro-Ro terminal and now is communicated through the municipal streets (Wiśniewskiego, Solidarności and Polska). After communicating it with the projected technical road, the truck traffic leaving Wiśniewskiego Street will be continued in the inner system of the Port (through Rotterdamska Street). The works planned in the buildings no 30 and 32 at Polska Street will be a reserve for expanding the manoeuvre area of the yard No. XXVI, but mainly as the "0" parking place for vehicles going to the new ferry terminal. Also a part of the truck traffic in this direction will be redirected from Wiśniewskiego Street to the technological road, i.e. omitting the passage through the cross-road at Solidarności complex.

Hence, the investment requires an urgent realisation, but its scope related to other investments of the Gdynia Port exceeds the financial capacities of the Gdynia Port Authority S.A.
